Creating a casino entry location in ChipGuide is based on existing chips. While other documentation is used as a secondary source of information, i.e. TCR and other guides for addresses, open/close dates, etc., it is what is printed on the chips that cause a casino entry to be created.
If Crystal Bay Club is located in Crystal Bay, NV according to the chip (or slot cards, or KENO tickets, etc.) then that is what is used as "city" location.
I'm sure there are some exceptions, Seneca, MO vs. OK comes to mind, generally speaking the Admins use the item being posted as the guide.
Now please note, this is as I understand it, but Charles has the final say on this.
