While I understand your reasoning, I totally disagree because you are then penalising the auction winner.
The winner does not deserve to pay more than one step above the 2nd bid.
If you were the underbidder, then you were committed to paying what you bid, not one step above the 3rd bidder.
The system is correct as it is.
