Essentially, since 1950 the president has has control on how the natural resources are handled during times or war or emergency. With this extention mandated by BHO, he has control of them in peacetime, also.

He can control how they are allotted to the public, or if they are rationed out or even kept away from our use-

Take a good look at Part II - PRIORITIES AND ALLOCATIONS:

"The authority of the President conferred by section 101 of the Act, 50 U.S.C. App. 2071, to require acceptance and priority performance of contracts or orders..." "and to allocate materials, services, and facilities as deemed necessary or appropriate to promote the national defense..."

"with respect to food resources, food resource facilities, livestock resources", "all forms of energy", "health resources", "all forms of civil transportation", "water resources" and "all other materials, services, and facilities, including construction materials."

BHO is slowly but surely making himself a dictator- With this act, he has the power to deny the US population of all things neccesary to life as we know it as he sees fit.
