I just mentioned what you did "wrong" that caused them to overcharge you. They may have thought it was just a parcel that you did not put enough postage on. Maybe my post office critters are better but I have never had a letter returned or a postage due that I know about. They have a Non machinable stamp at the post office but I just write it on the letter in red sharpie marker.
