Can you believe this?

My folded over manila envelope measures 3.5" x 7.5" (smaller than a legal size envelope) and weighs 1.6 ounces. It has five room keys inside. I affixed .65 cents postage and it was returned for an additional $1.33 postage due. I can mail a 000 bubble mailer for $1.95.
