I think I would contact Charles Kaplan and see if you can input the chips into an illegals branch of Chip Guide. That way, it is easy to add new chips when they are found. You can also have help inputting scans and other information that way. As for value or rarity, I believe value is fluctuating too rapidly right now to make it very meaningful (that may change in the future, but values could be added to the format at that time, if you use the MOGH setup). I would put in rarity, in a general way (not as precise as, say Campiglia & Wells). You can decide the number of categories. You can include a categories for scarce but not in demand or somewhat common but highly sought after, as well as the more usual categories, if you feel that helps someone figure out how much they may want to pay. Rarity is really only important in relation to demand, after all. If in the MOGH format, rarity can be easily changed when new information comes to light. Users would just have to understand that rarity only reflects the information known to the illegals collecting community as a whole at the moment, and may be subject to change.
JMHO.
