I would concur with David Spragg that this is "floor sweepings" or a hot stamp test
piece not intended for release. The back side has a double NYC monogram in the same
font that Edwards used on their HCE stamps on their samples. The color is right for the
early Harvey's Edwards chip. Interesting!!
