This is a set I used to have. It was a prize, obviously from a "Sahara World Championship of Blackjack", probably one of many such prizes awarded to promotional games. The chips, quite crudely made, were the chips that were in the case.

It may be that these are similar to the Caesar's Tahoe case, made as promotional or gift shop items.
