I would wait a month and if you still don't have it you can put a complaint in through paypal. The person would then have to reply or you'll get your money back. I usually try to give way more time than is normal because stuff happens but if you don't get a reply from him in a week or two, that's tough to take. Unless he has a family emergency or he's ill, there's no reason not to reply within a couple of weeks.

It's very frustrating but know that you have up to 45 days before you lose the option to start the resolution process.
