You got your fees credited back; beyond that, eBay gives you nothing.
Once a non-payment dispute has been settled in your favor, the software does not allow you to post feedback.
There is no way to determine whether a buyer routinely bids on items and fails to pay. The most you can hope for is a "positive" feedback that leaves a negative implication. Technically, such feedback contravenes eBay's policy and can be deleted. As others have observed, sellers get very little protection these days at eBay.
