Assuming that the original item being counterfeited is a 2-piece (ring and center slug) assembled item after each piece is struck separately, then two separate die sets have to be used to create the counterfeit.
However, not being well informed on how 2-piece silver strikes are struck, I could be wrong. Are they assembled as blanks and then struck? Is that single strike the method that also binds the slug into the ring? In retrospect, maybe that is how a silver strike is struck.
If so, then I too would look to the mint as the source!
