To begin with, there were 1130 chips in the 3 orders.
As far as I can tell they were used at 1 place, The Truax Hotel.
I am betting 1 or 2 BJ tables. I would guess that cash was used on the crap table same as most small joints in Newport, KY.
500 chips is plenty for BJ. If a guy gets a big rush the dealer would buy some of his chips to replenish the rack, same as most smaller joints. Also they would never stop a customer from betting cash.
If a roulette table was in play (I doubt it was) then they more than likely used generic C&S chips same as many illegal clubs and early LV Clubs.
The newspaper articles are from a much bigger place 6 years before the chips were ordered.
BTW, there was no gaming commision! They were free to make the rules as the level of business called for.
I doubt there were many winners. Mechanics and devises would make it tough to win.
