you absolutely, positively can ship to addressees that you did NOT get a PayPal payment from. If it happens to be from a PayPal payment, it makes it easier because the address is already there. But in the case of just sending a package to a friend as a surprise, there is no requirement to have that person tied to PayPal at all.

Perhaps I am missing something in regard to the "scan form". Can you perhaps explain what it is?
