So when they start doing this?

Got these on Ebay - didn't even occur to me to ask what was on the back.
So when I got them, I was surprised to see they are not 'vintage' chips but what appears to be new' HCE molds with stickers.
Can anyone shed some light on this... ummmmm... curious but disappointing application?
