It definitely varies from location to location, sometimes from clerk to clerk within the same location. I mailed four packages with chips this morning at a postal CPU (contract postal unit). All were in bubble mailers. Two went for $1.10, two for 90 cents. I asked the clerk about it, and she said the 90-centers were cheaper because they were going to California and Nevada, respectively. The others went to New York and Florida. I expected to pay $1.95 for each one.
