I finally found the new Post Office Notice 123. You might want to bookmark/favorite it. It is the complete postage rate price list, both domestic and international, both postage stamp-clerk rates and online rates. ('Retail" rates are when you apply postage stamps or pay the clerk at the post office. "Commercial" rates are when you produce postage labels online. "Standard" rates don't concern us -- has to do with mass mailings. Experts can jump in here.) I don't understand all of it, of course. But nice to have. For example, at the bottom of the list are sketches of allowable sizes for domestic and foreign mail pieces (like I show here, below) and a list of the prices (retail and online, domestic and int'l.) for flat rate mail. There are also links on the left to the Domestic Mail Manual, which answers virtually every post office question you may have (if you have the time and patience to wade through it!), where you can read such juicy topics as Physical Standards like flex tests for Flat mail pieces, etc.
