Robert, I agree thats what SHOULD happen based on

the posted rules.

HOWEVER, it seems that 95% of Postal Workers have no idea of the rules or how to interpret them. I honestly think they have absolutely no training on the postal guidelines.

Can you imagine anything else run like the post office does its businesss?

What a mess and with rules changing every few years, it gets tougher to predict your costs each time you go.
