You're supposed to use a Customs form
You can mark it as a "gift" if it is a gift. If it is merchandise, it is marked "other" (newer forms have a merchandise category). Chances are the recipient does not have to pay duty for low-value items. If it is mailed without a customs declaration, nobody knows it may be exempt from duty.
I try to avoid a description that a thief may find attractive, since the label is on the outside of the package. "Expired game tokens" would be one suggested way to describe chips. (I don't normally ship chips overseas)
I use the true value, but I also tell my eBay buyers that I do it this way.
