It absolutely is a virus. I had the misfortune of having it hit my laptop last month. It will continue to increase the number of programs it will block. It blocked access to all three anti-virus programs that I had on the machine so I couldn't scan and remove it. It also blocked access to system restore so fixing it that way was not an option. I ended up buying a new laptop....
