Your red elk is, I would opine, a Burt chip. I have seen many elks without the banner.

I have only seen 2 elks with the banner, front and back identical. From the position of the single pin hole, it looks like the chip was pinned to the front of a box of elk's chips (chips with the BPOE lodge number on the back)
