Found this while looking up the games I have which are pictured below.
"Notes: The date of this game, June 1932, is based on courtroom testimony from Fred Mills, president of Mills Novelty, as excerpted in the Encyclopedia of Pinball Volume 2. Mills stated that this game resulted from field studies of their first game, Mills' 1932 '!WOW!'. A July 1932 issue of Spinning Reels, published by Mills Novelty for operators, announces this new game."
I am not sure what he was testifying about. Maybe the fact these were gambling games. You can tell by the Marquee on the Mills Official which lists Payout. The Five Star Final was sold as a Bar Top game. So were the others without legs. The Turf King Was a gambling game made by Bally's as well as others. They were called bingos. The bartender would pay the winner and press a button to reset the wheel back to zero.
