About 3 weeks ago I sold an item on Ebay for $25, plus postage and have not received payment after several emails to the buyer. I then opened a Resolutions File with Ebay to no avail. As a last resort, I attempted to leave negative feedback for the deadbeat buyer and was unable/prohibited to do so. Has something changed?
