Rich Burgel runs the Vegas-related memorabilia store in downtown Las Vegas, about 1/2 block from the Pawn Stars store (Gold & Silver Pawn). He has been offering these "mock-up" chips since June or before. I saw some of them in his store when I was in town for the convention.
He uses blanks of various molds and has inlay stickers made with the designs you see. He's pretty clear in his ebay write-ups that these are mock-ups / commemoratives / fantasy chips. The ones with closed casino names all seem to have open & closed dates. The "never opened" Atlantic City ones don't have dates, but were never real casinos anyway.

The price seems high for a single stickered fantasy chip (minimum of $5.52 each via ebay, perhaps less in person in his store), but to each his own.
