How about the bar that orders 400 total chips in 3 different colors? Most would consider it a personal set but I would call that a likely illegal club at the bar. Heck my son in law used to run an illegal "casino" on Friday nights. He had poker tournaments every weekend. The quantity of chips he ordered was probably only 1000 total but I still consider it an illegal casino. Here is one set of his chips.
