I had it happen recently with my Amazon Visa... Not for much money but the Visa people caught it. I don't know how Paypal does it but Amazon fedexed my new card to me the next day.

Lord knows how they get the numbers but I have to say I'm impressed with the CC company for catching it. I guess who ever stole my number was new at it... if I remember correctly it was for about $75.
