The assumption is correct as it does need oxygen in order to catch and the lack of in a tight package would seem like a very remote chance if any to catch. I didn't bring it up for a Chemistry Class I brought it up because of the law. I found it after I made the initial post. I have many matched to sell and have a business to protect and I can not afford a fine. My luck has been running bad in poker lately so I myself even though so remote wouldn't want to take a chance, that's just me.

I did not bring it up to criticize other sellers etc. I just was wondering how people sent them out and what was the exact wording of how they are suppose to go out. may I add what I copied and pasted from the USPS.COM I did not find easy to find.
