There are a number of different denominations. It's just that I've not been able to find any history of there being a card room in the Roaring 20's. It's in Beverly Hills, in a fine restaurant area, a block off Wilshire Blve. Pretty high rent, and not the kind of place you usually find Calif card rooms in. Unlikely to be illegal gambling as it was well known as an entertainment spot and restaurant.
On the other hand, it is listed in the MOGH Chip Guide. I'd like to see some history before believing it was a card room.
By the way, Cummins also produced chips with similar artwork for the Worlds Fair in Seattle in 1962.
