The Shuffle chips.....I mean why don't they order a new rack of chips instead of putting a sticker over old chips?

I know new chips cost money and the sticker over the old chips can save money. Is there a gaming control in FL where Shuffle would have to get a $2 chip approved before they had one made?

Maybe I am missing something all together on those chips, I am open to learning things about stuff
