I think they are all legitimate chips since Gaming International doesn't care which chips are used for their promotion.
It could be that those chips were made before the more common ones were created.
My second guess would be that the unicorn mold Win Chip might have been used for something non-gaming related. It might have been used for some kids games and was never used in gaming.
The only way we will ever find out is if someone who knows what the chips are used for comes forward and tells us what the story is behind the chips.
Win Card Chip collecting will always be a hard nut to crack, since the promotion could have been used anywhere in the world and there is no common "chips" that are used for the promotion. In many cases Ted seems to not know if a casino had the promotion until you show him a picture of the chip or packet. He just didn't keep good records over the last 25 years.
