Looks like my PC is going into the shop tomorrow. ISP tests "everything fine" ... says issue is with Microsoft Outlook Express. Called Microsoft tech support and they want $59 to work on problem. Can't send out emails, get error prompts and message stays in outbox. I can receive email messages fine, but can't send out emails, get error prompts, yet I can send and receive test email messages to myself o.k.
