I been thru enough of these to know that police/fire do not respond when they're ordered not to... and that's when neighbors trying to help neighbors becomes virtually impossible; especially when roads are flooded, blocked by downed trees and power lines exposed (...and in some neighborhoods the looting and worse).

The force of wind in a CAT 1 or CAT 2 (even a Tropical storm) means very little as it's the buildup of water from falling rain thant comes down faster than it can drain/flow away.
