I couldn't find a name anywhere on that website, unless it is Illy Amici (?) -- the name that comes up on the email address attached to the webpage. The club member number that he mentions is not a currently active member, but since he became inactive in 2002, that makes sense.
The chips listed for sale mostly come from the period he states he was collecting, and he put some effort into preparing the page, with the background and all the casino icons he's gathered. So I don't think it's suspicious.
Doesn't paypal have a dispute resolution process, in the event you don't receive your stuff? If ordering, I would detail the order within the paypal email they provide, to have a "neutral party" record of the transaction.
The best way to proceed, IMO, is to send him an email, asking for his name & if he's a "verified" member of paypal. Maybe someone will remember him by his name. Also, when ordering, if you can put together a $150+ order, the free registered priority mail option is the way to go. Shipments can disappear sometimes, even from honest sellers, when dealing with international borders & customs, etc.
Post again when you have his name.
