I would leave neutral feedback. Like others said, you agreed to pay the fee, but if you asked for combined shipping and he said no, but then combined shipping. Like others have said, I would ask again since he did combine. I wouldn't expect $2.50 back, but maybe $1.50 or $2.00 (whatever the postage cost).
