while it may be shady, the seller did nothing wrong. he listed two articles for auction and each one had a separate shipping and handling fee. as the buyer, you agreed to this fee when you bid. could the seller have combined the product into one package? of course. did he? of course. but on low price items, I'd wager that most frequent sellers probably make as much or more from the shipping and more importantly "handling" fees so it's in their best interest to not combine fees.
if the chips came from separate sellers, you'd be fine paying two fees. chalk this up as the same thing. you made two purchases and received two items. the fact that they came fro the same seller and even in the same envelope is sort of irrelevant.
just my opinion though.
