I see that you have already made that first step just by asking for other opinions. In the hustle and bussle world of packing, shipping, etc. for activities it is quite possible that the shipments were combined and the Seller either forgot that he ruled otherwise, or forgot that he was NOT going to charge you the additional (by doing a refund for the second shipping).
I would suggest emailing (via messaging) and tell the seller what happened and that you would like a refund for the second shipping charge. In the absence of a refund, then make it a matter of the Feedback and also include how you asked for a refund, but was denied. And if it were me, I would never, ever, buy from that seller again.
My feeling is, we all make mistakes and if asked about it politely, we react differently than if scolded.
