I would notify the seller. Do not worry about insurance when buying on eBay as eBay clearly states to sellers that the responsibility is with the seller to take out insurance and in no way can the seller ask you to buy insurance. The seller should either give you a partial refund for the broken chip/s or send you a new chip, no further cost to you.
