Some things never change. Pre-WW II, the water taxis took players out to ships anchored past the 3 mile limit from St. Moniica & Long Beach California. The CA Attorney General, Earl Warren, shut them down & had equipment destroyed. Later, Warren became US Supreme Court Chief Justice.
