In a recent post chips were offered for sale from the President Casino New Yorker day cruise casino that failed to get a gaming license to sail from New York, NY. I thought that day cruise casinos operating out of NYC did not need gaming licenses because they operated in international waters. But I did some research and learned that NYC has a Business Integrity Commission that regulates day cruise casinos. I never knew about them because since they have been in operation, there have been no day cruise ships in NYC. But here is a blurb from the website:
"In 1997, the City of New York enacted Local Law 57 to regulate gambling "cruises to nowhere." These are cruises that operate from piers located in New York, and engage in gambling activities beyond the three-mile territorial water limit. Local Law 57 was enacted to ensure public confidence and trust in such gambling activities and to safeguard the security of the public who participate in them since gambling activities are susceptible to criminal activity and historically have been controlled by organized crime.
Businesses that operate gambling "cruises to nowhere," and their employees and suppliers, must be licensed by BIC.
Currently, there are no businesses operating gambling "cruises to nowhere" in New York City."

It seems to me that the real purpose of this commission is to not allow day cruise casinos to operate out of NYC.
