Day cruise boats are not licensed for gaming in New York. As a passenger boat I am sure that day cruise ships need certain licenses, but not a gaming license from the state or city of NY. The day cruise ships operate in international waters, 3 miles out, and do not need to have a gaming license. So while the chips were made for a day cruise operation, the reason that they were never used was not because they had a gaming license denied.
