Yes, it's very low odds for a breakaway to survive on those stages. About the only chance would be if the peleton gets tangled up in a crash.
My only explanation is that these breakaways seem to feature a number of Frenchmen from the French teams. Maybe the motivation is to get some TV time for the French nationals watching the race ??
