If Ebay can charge a higher price for their service and not decrease usage then one can reason that they are charging the correct price.

Once the fees become too high, people will look elsewhere and it will cause the fees to be re-adjusted.

Simple economics.

Besides, they are just trying to make up for all the people trying to get out of paying fees by overcharging for shipping.

Just like all those people who advertise Paypal Gifts, everyone has a choice to use a service or not. Use it it you agree with the fees, dont use it is you dont like the fees. Its all up to you. (Unless of course its a Government provided service and those rules dont apply )
