chips ALL are property of the casino, including that $1 or $5 or $100 chip that you just put in your pocket. Because the casinos don't enforce that particular rule doesn't mean that it's not a rule. The reason that they don't want you harvesting roulette chips is because you could possibly re-introduce them into a higher stakes game, thereby securing an ill-gotten gain over the "house". The reason that harvesting tournament chips / NCV's is because someone could re-introduce those same chips into another tournament, giving that person an unfair advantage over the other players. But a $$$ value chip is worth the same value at all times, so there is no concern of fraud or unfair advantages. That being said, they are ALL STILL PROPERTY OF THE CASINO, so taking ANY of them is not permitted (in Nevada, by Nevada law) -- no difference between a roulette, NCV or house $$$ value chip.
