We pay for them to get a new, complete set.

1) The SP is happy - they now have a newer, complete set and it shows the commitment to making things right.

2) The club could possibly make some $$ on this. I don't know how many chips are involved, but it could be a "win-win" situation.

3) If the person that took them was looking to sell for $$, it would make them much less valuable.

I was not at the convention, but I would hope that if the person that did take the chips was a member, they will return them to their rightful place. I know several club members made it possible to return them and keep the "harvester" unknown.
