First -- I would think that chips are much easier to handle than cash. Plus, chips are harder to counterfeit & put into play than is cash. And, i would assume that cash would be easier to steal as an employee.
Second -- the casinos don't enforce the laws because in most cases, they are money ahead. A buck to make a $5, $25 or $100 collectible chip that may never be cashed?? Yeah, I'd do that. From what I understand, though, the casinos do have to include those chips in their "reserve" until such time as a redemption notice is posted & the chips become "valueless". (My apologies to Gene if I butchered this explanation ).
Lastly -- some casinos have gone after people, but it doesn't present a very good public image for a casino to "harass" its clientele for what be considered a petty issue.
