If NCV;s are the same as cash value chips why did these events happen?

Over 30 years of running poker tournaments in LV, I have went to the tapes several times, gone to the person that took them, got them back, then had him barred from the casino.

I am sure you remember the Orleans fiasco when a big name poker player was barred for taking NCV's. He wound up being barred from several events in other casinos for the Orleans incident.
