You are not paying for NCV chips, you are using them.

Gene, the same would hold true for a $5 chip then. You paid a certain amount to use the NCV(No Cash Value) and a certain amount for the $5 chip that you are using. The $5 chip belongs to the casino and you have no more right to walk off with it than a valueless chip after you use it. A valueless chip that clearly states on the chip that it is wortless.
