simply because of the sheer volume of them that were being produced years ago -- you just could NOT keep up!! Then there were other issues about not enough minted, the way that they were distributed, etc...some people couldn't finish their sets without spending more than they cared to, so they stopped collecting them. Not as many issued as there was six or seven years ago.
