Could be! The $1 chip with the Horse Head design is (rust) brown. There could be other denominations as well (probably a 50c chip).
In the early days of North Dakota Charity Casino gaming, they used just about any chip that they could get there hands on! In addition to the Horese Head chip, the Blue Line Club ALSO used chips with a picture of the other end of the horse (if you know what I mean); an Eagle with denomination reverse as well as with a Maple Leaf reverse; and chips with the letter "M" before they got there own custon made chips.
Other charities are know to do the same.
