This is something Greg and I actually looked into some years ago after an issue was raised with him.
You can't copyright anything that does not belong to you. So that also means you can't, for example, specifically grant someone usage of an image that was provided by someone else. The person that physically made that scan will retain the intellectual rights so permission has to be given by that person (unless they gave a blanket statement allowing free usage of those scans).
Now I noticed that you mentioned 'non-commercial' so I suspect you had already recalled what I just typed.
Then there is the issue of what rights exist for images (or text) in the 'public domain'. It seemed to be generally accepted that anyone was free to use such images for non-commercial purposes (in our case, maybe a wants list), providing they quoted the source if required to do so.
Regarding the data on the chipguide, or caribbean for that matter, within the law so to speak you have to take a view.
I guess it is no different to any of my websites or anything I post where I am sure you already know my feeling
If someone wants to take any image for non-commercial use, just go ahead.
If someone wants to take any image for commercial use, then providing such usage is required because it is impossible to obtain that image elsewhere (ie the item is unique and the person is writing a book), then I would grant such usage on request providing the source was stated.
If someone wants to take an image for any other commercial use, go pound salt
I know there are others out there that take a completely different view.
For clarity, and because the only real-life instance of this I have encountered was LVRJ saying we could not copy and paste articles into our posts, 'public domain' refers to sites that are free to visit (which LVRJ is not).
