That is a great idea - however there has to be a lot of compacts between the states. I really don't see it happening, some states are heavy users of water and I don't see the resources being returned back/
There have been record snows on both side of the divide. Lake Mead is to increase 20 feet. I know it's down about 100 feet, so it helps out a bit. The Columbia River system is high, there will be a big surplus of hydroelectric power this year. There is worry about California also, the Sierra's had good snowfall. Sacramento has a levy system and there is worry about flooding.
